The Franklin County Legislative Committee voted unanimously on Sept. 7 to send a resolution to the full County Commission authorizing the Register of Deeds to collect a $2 fee for electronically filed documents, a move the Register said will standardize recording charges.
Denise Marshall, Register of Deeds for Franklin County, told the committee that "there are charges on non-electronically filed documents for $2.00 for data and $1.00 clerks fee. Charging $2.00 for Electronically Filed Documents will bring all recording up to standard filing fees." After Marshall spoke, Commissioner Glenn Summers moved to forward the resolution and Commissioner Tyler Bauer seconded; the motion passed with all ayes.
Why it matters: the change would align the county's treatment of electronic recordings with fees already applied to paper filings, affecting property owners, title companies and others who submit documents for recording. The committee did not detail an effective date; the resolution will go to the full County Commission for final action.
Other committee business included routine approvals. The committee approved the July 6, 2023 minutes; moved to combine several resolutions concerning additions to the county road list, a road removal and a speed-limit change for joint consideration; and approved two motions to accept notary applications. The committee also voted to add Juneteenth to the county holiday list and forward that change to the full commission.
