Commissioners adopt 2023 road list, authorize sale of two Modena Rd. parcels and approve multiple grants and budget amendments

The Franklin County Board of Commissioners met in regular session on April 17 at the Franklin County Courthouse in Winchester and took a group of routine and fiscal actions, including approving the county’s 2023 road list, authorizing the sale of two county-owned parcels near the industrial park, and approving several grant applications and related budget amendments.
The board voted to adopt the Franklin County Road List 2023, a formal classification and mileage list the county files with the Tennessee Department of Transportation. Commissioner Glenn T. Summers moved for approval and Commissioner Bruce D. McMillan seconded; the motion passed on a voice vote. The list, which county staff prepared and presented to the commission, updates local classifications and mileage for maintenance and project-planning purposes and will be filed with the county clerk and TDOT.
Commissioners also authorized the County Mayor to combine two county-owned parcels adjacent to the industrial park and to accept bids for the combined tract. According to the record, Tract 1 is at 1218 Modena Road (appraised at $145,000) and Tract 2 at 1221 Modena Road (appraised at $50,000), a combined appraised value of $195,000. On a roll-call vote the board authorized Mayor Chris Guess to combine the parcels and accept any highest bid, with a minimum combined acceptance threshold of $150,000; the vote tally on that motion was 13 Ayes, the minutes show three members absent.
The commission approved multiple grant applications and associated budget language. The body authorized submission of a TDOT litter-prevention grant application and also authorized submission of an airport runway rehabilitation grant application to TDOT; both motions passed on voice votes. The board approved a financial housekeeping resolution that amended beginning fund balances for the General Debt Service Fund for fiscal 2022–23 and approved an amendment allocating Highway Fund balances for two road projects — Georgia Crossing and Rock Creek roads — after a motion by Commissioner Dale Schultz.
School- and county-related budget amendments also moved forward. The board approved amendments tied to the Franklin County Board of Education’s General Purpose School budget and the School General Fund (including re-budgeted federal and local education-related revenues). Other administrative authorizations included a multi-year agreement to provide language-interpretation software/hardware for the Franklin County Health Department (100% funded), and acceptance of a TCAT (training) grant for the county reentry program; motions passed as recorded in the minutes.
Routine items included receiving and filing the Finance Director’s reports and committee reports, approving appointments and reappointments to county boards (airport committee, ambulance committee, board of zoning and appeals, planning & zoning) and approving a set of notary applications. The meeting packet contains detailed revenue and expenditure tables for county funds, trustee interest reports and other departmental reports.
