Franklin County commissioners approve rezoning of 10-acre Lynchburg Road parcel

Planning staff and the Winchester Regional Planning Commission had recommended approval in advance of the meeting. The planning department’s public-hearing notice and supporting memos, including GIS maps, were made part of the meeting packet and were available for review at the Planning/Zoning Department.
The item was taken during the public hearing portion of the Nov. 25 agenda and drew no recorded roll-call objections. Commissioners noted the parcel’s location inside Winchester’s urban growth boundary and that the proposal aligns with local R-1 zoning designations in that area.
What happens next: rezoning approval updates county zoning records for the parcel. Any future development activity on the site will be subject to applicable county permitting and building-permit requirements.
