Commission amends general and drug-control budgets, OKs state grant application and raises asset thresholds

The Franklin County Commission on Sept. 16 approved several county budget amendments and a change to fixed-asset policy. Resolution 9c amended the General Fund and Drug Control Fund to record Law Enforcement Training Program receipts, allocate opioid-abatement funds to local health initiatives and accept a state archives grant for records preservation. The commission also approved submission of a Tennessee Department of Environment & Conservation (TDEC) convenience-center grant application under a related highway fund resolution.
The measures direct funds to Sheriff's salary supplements and related payroll lines, to Healthy Horizons and Life Maze opioid-abatement programs administered by the county health department, and to restricted preservation funding for records work. Separately, commissioners approved Resolution 9d to amend the county's General Fixed Assets and Inventory Policy, increasing tracking and capitalization thresholds for machinery and equipment and lowering the inventory reporting threshold to align with the county's purchasing policy.
Resolution 9c specified the use of forfeiture funds and included a cost-share provision for vehicles; the Drug Control Fund amendment reflected an incoming restricted balance of $43,527.39 earmarked for public-safety purposes. The fixed-asset policy change was described by finance staff as a housekeeping step to align thresholds and to ensure consistent treatment of assets across departments.
All items were passed by recorded vote; the resolutions were sponsored by Commissioners Wiseman and Schultz and noted as adopted in the clerk's record. County staff will update financial accounts and take the steps necessary to apply for the TDEC convenience-center grant and to inventory capital assets under the revised rules.
