Andrea Smith, Finance Director, presented the finance director’s report for the fiscal year ended June 30, 2024 and the commission received and filed the report during the July 15 meeting.
Smith’s packet shows County General Fund revenues realized at $26,433,343 and total County General Fund expenditures of $23,731,462 for FY2023/24 (realized 90.25 percent). The School General Fund revenues were reported at $55,316,859 with expenditures of $52,155,773 (realized 87.04 percent). The packet provides line‑by‑line detail for multiple funds (library, solid waste, highway, debt service and school federal projects) and reserve analyses for funds including highway and school capital projects.
The Finance Committee (reporting in the commission packet) recommended several items to the full commission, including school budget amendments and highway fund reclassifications. The commission approved a set of budget amendments (packet resolutions 8a‑8f) that adjust Board of Education line items, reallocate reserve balances and set aside funds tied to grant awards and capital projects. The packet contains specific amendment language and reconciliation worksheets; the commission recorded motions to adopt the amendments and send recommended school appropriations and highway items forward as indicated.
Commissioners also authorized staff to rebudget reserves for capital projects, reclassify highway district reserves, and to submit and accept grant funding where applicable. Finance staff and the County Clerk were directed to incorporate the approved amendments into the FY2025 accounting and to post required records.
The finance packet attached to the minutes contains tables and reserve worksheets prepared by Andrea Smith and Jenny Phillips (Board of Education reserve schedules), which commissioners accepted as filed.
