Summary
The Franklin County Commission on July 15 accepted the resignations of District 7 Commissioner David Eldridge and District 1 Commissioner Monica Jeffers, approved three Industrial Development Board appointments and confirmed eight notary applications. The actions were unanimous except one abstention on Jeffers’s resignation.
County Mayor Chris Guess presided over the Franklin County Commission’s July 15 regular session, where commissioners formally accepted two resignations and approved several local appointments and notaries.
The commission voted to accept the earlier resignation of David Eldridge (District 7), effective June 24, 2024; the motion to accept Eldridge’s resignation was made by Lydia Johnson, Commissioner, District 1-B, and seconded by Monica Jeffers, Commissioner, District 1-A. Later in the meeting the panel voted to accept a second resignation: Monica Jeffers, Commissioner, District 1-A, submitted an effective resignation date of July 31, 2024. That motion, moved by Scottie Riddle, Commissioner, District 3-A, and seconded by Tyler Bauer, Commissioner, District 4-A, passed with 13 ayes and one abstention (Jeffers herself).
The departures create two upcoming vacancies in county commission representation. The commission did not appoint replacements at the meeting; state law and the county’s procedures will determine next steps for filling the seats.
The commission also approved revised appointment terms for the Franklin County Industrial Development Board to comply with state law. The board appointments confirmed were Brenda Cannon (2nd District, term through April 2029), Barbara Finney (6th District, term through August 2029) and David Stafford (8th District, term through June 2029). The appointments were approved by unanimous vote.
In other routine business, the commission approved eight applications for notary public commissions. The list filed with the minutes includes Troy Barnes, Zoie Blake, Andrea Booher, Deandra Caroland, Andy Peters Davis, David L. Foster, Amy May and Jamie Camp Wood. The commission also received and filed multiple committee and departmental reports during the meeting, including trustee, register of deeds and veterans services reports.
Public comment was brief: Randy Sanders, who identified himself during the public comment period, thanked the departing commissioners for their service. The meeting adjourned at 7:12 p.m.; Commissioner Charles Keller delivered the benediction.
The commission scheduled no immediate appointments to the two vacant seats at the July 15 meeting; further instructions on filling the vacancies will follow according to county and state procedures.
