The Board of Franklin County Commissioners voted Aug. 19 to approve multiple amendments to the Franklin County Board of Education general fund for the fiscal year ending June 30, 2025.
The largest single item recorded in the packet was a $892,188.11 allocation identified as Tennessee Investment in Student Achievement (TISA). Commissioners approved the TISA allocation and a series of smaller technical adjustments and grant re‑budgets that county staff said were needed to comply with accounting requirements and accommodate new or amended federal and state grant awards.
Finance staff presented the amendments during committee reports and identified a set of program adjustments, including re‑budgets for community‑services and school‑program grants and corrections to personnel and fringe lines. The commission recorded each resolution by roll call; the minutes show the approvals as: YES: 12, NO: 0, ABSTAIN: 0, DID NOT VOTE: 1, ABSENT: 4. The packet lists the full roll call for each vote.
Why it matters: The re‑allocations allow the school system to receive and spend designated state and federal funds for specific programs and ensure line‑item compliance ahead of year‑end audit activity. Finance documents included in the meeting packet show the school general fund and federal project fund revenue and expenditure summaries that underpinned the amendments.
The commission also approved several related technical amendments that move prior‑year restricted balances into active accounts and reestablish reserve classifications under GASB‑54, a step county staff said is necessary for audited financial statements. The commission set the amended budgets into effect immediately and did not schedule further committee review for the passed items.
The meeting packet and the finance director's reports are on file with the county clerk’s office; the resolutions are recorded in the meeting minutes.
