Franklin County finance committee backs modest staff pay changes, forwards budget amendments to full commission

The Franklin County Finance Committee met June 6 and voted on a set of recommendations it forwarded to the full commission. Mayor Chris Guess chaired the meeting; committee members included Commissioners David Eldridge, Dale Schultz, Carolyn Wiseman and Scottie Riddle and other officials (Dr. Cary Holman, School Director; Luke McCurry, Highway Superintendent; Andrea Smith, ex officio; Jenny Phillips, secretary).
The committee moved to receive and file recent finance minutes and the April sales-tax report. On personnel costs the committee approved a recommendation to limit new payroll requests for FY2025 to the countywide cost-of-living adjustment; it also voted to reduce earlier-approved raises for the Supervisor of Parks and Recreation and the Director of Solid Waste from 5% to a 3.2% COLA. Those actions were recorded as unanimous among committee members present.
Committee members voted to forward proposed revisions to the county's budget-amendment policies to the full commission for approval and recommended several fund-specific budget amendments (highway, school GP and CO funds) be sent to the commission with the committee's recommendations. The committee approved amending the tax-levy maintenance-of-effort figures for Fund 141 and asked staff to include modest clarifying language in the appropriation resolution it will forward to the full commission.
Why it matters: the committee's recommendations shape the formal proposals the full commission votes on. The COLA and tweak to previously approved raises affect personnel budgets across county departments; the committee also cleared several operational budget amendments to be considered by the full board.
Next steps: the full commission received these committee recommendations at its May 20 session packet and recorded votes on packet items; implementation requires final action by the commission where required and administrative follow-up by county staff.
