Franklin County adopts FY2025 appropriations, amends multiple FY2024 budgets and fixes tax levy

The Franklin County Board of Commissioners approved a package of budget measures on June 17 that included amendments to current‑year funds and an appropriation resolution for the fiscal year beginning July 1, 2024.
The board approved Resolution 6a‑0624, amending the Franklin County Board of Education General Fund for the year ending June 30, 2024; Resolution 6b‑0624, amending the Highway Fund; and Resolution 6c‑0624, amending multiple funds including General, Courthouse/Jail Maintenance, Library, Solid Waste and Debt Service. Each amendment was moved and seconded and carried on recorded votes showing 13 yes, 0 no, with three commissioners absent.
Commissioners then approved Resolution 6d‑0624, making appropriations for the fiscal year beginning July 1, 2024 and ending June 30, 2025, and Resolution 6e‑0624 fixing the county tax levy for that fiscal year. Motions were recorded and each passed by roll call (Yes: 13, No: 0). Finance Director Andrea Smith had provided detailed budget handouts and a FY25 budget summary in the meeting packet.
County documents in the packet showed year‑to‑date revenue and expenditure reports for the fiscal year ending June 30, 2024, with the General Fund listed as 77.82% realized year‑to‑date in the Finance Director’s revenue summary. Commissioners discussed inter‑category amendments before voting and directed staff to include the enclosed budget as part of the adopted appropriation.
The board adopted the measures by recorded motions; official copies of each adopted resolution and the enclosed budget were placed in the county record. The commission recessed routine business to consider separate economic development and public‑safety items later in the meeting.
