Dickson County Commission approves seven unanimous resolutions, adopts emergency plan and local tax-relief supplement

County Mayor Bob Rial presided over the Dickson County Commission’s regular meeting on Oct. 20, 2025, in the Buford L. (Booty) Reed Jr. County Commission Chamber in Charlotte, Tenn. The commission adopted seven resolutions by unanimous voice votes and accepted the county quarterly financial report for all funds except schools.
The meeting opened with a flag salute led by County Mayor Bob Rial and a devotion from Commissioner Danny Williams before County Clerk Luanne Greer took roll call. Present commissioners included Randy Simpkins, Ray Ledger, Dwight McIllwain, Stacey Batey, James C. Dawson, Becky Spicer, Mike Petty, Danny Williams, Rusty Grove and Cindi Gray; Commissioner Jody Britt was absent.
The commission first approved minutes from the Sept. 15, 2025 meeting on a motion from Commissioner Mike Petty, seconded by Commissioner Rusty Grove. Commissioners then voted unanimously to accept the quarterly financial report for all county funds except schools after a motion from Commissioner Randy Simpkins and a second from Commissioner Mike Petty.

• 10-2025-03 — Amend Official Zoning Map by rezoning Parcel 016.09 (Tax Map 145), ~2.45 acres along State Highway 46 South, from A-1 (Agricultural) to C-2 (General Commercial). Motion: Commissioner Carl Buckner; second: Commissioner Ray Ledger. Outcome: approved, unanimous aye voice vote.
• 10-2025-04 — Set speed limit of 35 mph on the entire length of Town Branch Road. Motion: Commissioner Randy Simpkins; second: Commissioner Carl Buckner. Outcome: approved, unanimous aye voice vote.
• 10-2025-05 — Set speed limit of 35 mph on the entire length of Wilson Hollow Road. Motion: Commissioner Dwight McIllwain; second: Commissioner Cindi Gray. Outcome: approved, unanimous aye voice vote.
• 10-2025-06 — Establish a county program to supplement the State of Tennessee’s Property Tax Relief Program (Title 67, Chapter 5, Part 7, Tennessee Code Annotated) to assist qualifying elderly low-income homeowners, disabled homeowners, and disabled veterans. Motion: Commissioner Mike Petty; second: Commissioner Becky Spicer. Outcome: approved, unanimous aye voice vote.
• 10-2025-07 — Adopt the Revised 2025 Basic Emergency Operation Plan (BEOP) to govern local mitigation, preparedness, response and recovery. Motion: Commissioner Becky Spicer; second: Commissioner Stacey Batey. Outcome: approved, unanimous aye voice vote.
The commission also approved a slate of notaries (Julie D. Ashworth; Spencer Conley; Stacey Davis; Claire Henderson; Christe L. Mitchell-Cantrell; Robin Poole; F.W. Rose; Lisa K. Snow; Cynthia Dawn Zwingle) on a motion from Commissioner Carl Buckner, seconded by Commissioner Becky Spicer.
No members of the public spoke during the public-comment period. The meeting concluded with an announcement that the next regular session is scheduled for Monday, Nov. 17, 2025 at 7:00 p.m., and the commission adjourned at 7:08 p.m.
