The Claiborne County Commission adopted Resolution 2021-008 on Jan. 25, 2021, setting the county bid-threshold at $10,000 and declining to hire a full-time purchasing agent at this time.
County Mayor Joe Brooks described the finance committee's recommendation that the county not fill the purchasing-agent position vacated by the prior employee and that the Finance Director manage purchases up to the $10,000 threshold. The resolution notes that a purchasing agent is required for the bid threshold to remain at $25,000; absent a purchasing agent, the county will require bids for purchases above $10,000 unless the legislature raises the minimum.
Commissioner David Mundy moved to suspend the rules and adopt the resolution; Commissioner Juanita Honeycutt seconded. The roll call vote was 20 for, 0 against. The resolution takes effect on passage and defers any change to the bid threshold until either the legislature alters the statutory minimum or the county hires a purchasing agent under the Financial Management Act of 1981.
