On Nov. 16 the Claiborne County Commission approved Resolution 2020-105 formally requesting Tennessee legislators to draft and consider legislation to encourage military retirees to settle in Claiborne County by offering a five percent property tax reduction on a qualifying primary residence valued up to $500,000.
The resolution frames the request as a recognition of military retirees' service and suggests the county would like to offer a 5% reduction in property taxes for qualifying retirees, subject to eligibility requirements attached to the resolution. The eligibility rules require that the retiree and family reside on the property, be registered voters and U.S. citizens, have a physical street mailing address in Claiborne County, and provide proof of retirement status via DD214 showing regular retirement with 20 or more years of service or TERA retirement; medical retirements with less than 20 years are excluded. The resolution further requires that property taxes be paid within 45 days of the tax bill being sent to receive the reduction.
Resolution 2020-105 is a formal request to the state legislature and does not itself change local tax policy. The commission passed the resolution by voice vote on Nov. 16.
