Claiborne County Commission approves multiple budget and equipment measures; Charter Commission reimbursement passes 15–6

- Resolution 2020-090: The commission approved a $60,000 amendment to the Board of Education’s Federal Projects budget to match a state-approved Reopening & Programmatic Support Grant.
- Resolution 2020-091: The commission approved transferring $2,802.32 to reimburse the elected Charter Commission for its expenses. The measure passed on roll call, 15 in favor and 6 opposed; the minutes list the commissioners recorded for and against the motion.
- Resolutions 2020-092 and 2020-093: Commissioners combined two highway-department items and declared scrap metal and seven pieces of equipment (including multiple pickup trucks and Case tractors) surplus; the items will be sold pursuant to state law. Motion carried by roll call, 21-0.
- Resolution 2020-094: The commission accepted up to $25,000 in CARES Act grant funds to reimburse compensation and payroll-related costs for additional poll workers for the November election. The budget amendment specifies $23,000 for payroll and separate line items for Social Security, Medicare and unemployment; vote 21-0.
- Resolution 2020-095: The commission approved spending $77,675 from undesignated general fund balance to purchase replacement voting machines and necessary equipment, citing that current machines are 15 years old and parts are no longer manufactured. Motion passed 21-0.
- Resolution 2020-096: The commission accepted a $20,000 Local County Government Jail Response COVID-19 grant to purchase PPE and essential supplies for the jail; the resolution states no local tax dollars are required. Motion passed 21-0.
Commissioners also received a required debt-obligation report (State Form CT-0253) for a $425,000 capital outlay note issued by Claiborne County Solid Waste to acquire a garbage truck and a bulldozer; the note carries 1.95% interest and lists total repayment of $449,862.50 over five years with annual repayments beginning Sept. 16, 2021. The report was filed as required by Tennessee Code Annotated Section 9-21-151.
Notary public appointments for multiple citizens were approved, and routine minutes and office reports were accepted. During the meeting Road Superintendent Ronnie Pittman discussed highway-department building needs, and resident Dennis Powers raised concerns about drug, theft and traffic problems in the Clairfield area. Karen Clark, CEO of the Claiborne Economic Partnership, briefed commissioners on a Nov. 14 lighted tractor parade and related activities planned in Tazewell as an alternate, COVID-safe holiday event.
