CROSSVILLE, Tenn. — The Cumberland County Board of Commissioners approved a package of routine financial and personnel items at its Feb. 18 monthly meeting, including budget amendments across departments, grant receipts for local schools, a capital-note authorization and several program- and personnel-related actions.
Key actions approved included authorization of general obligation interfund capital outlay notes not to exceed $195,011 (Resolution 02-2025-1) and adoption of bundled departmental budget amendments covering purchases and upgrades for the Fire Department, Clerk & Master, Emergency Services, the Sheriff's Department and Property Assessor (Resolutions 02-2025-2 through 02-2025-9).
The commission also approved numerous school- and grant-related line-item actions (Resolutions 02-2025-10 through 02-2025-19), including recognition of small receipts such as a $250 stipend from The Cooper Institute for the FitnessGram platform and larger grant awards including a $135,500 GEAR UP allocation and an ISM state grant accounting revision of $73,364.04. The commission accepted a TISA outcomes-based fund receipt of $724,480 (Resolution 02-2025-20); Board of Education member Travis Cole told commissioners the distribution of those funds will be decided at the Board of Education meeting on Feb. 20, 2025.
Commissioners authorized an application for Community Development Block Grant funds of approximately $400,000 to repair the paved trail at Obed River Park (Resolution 02-2025-21), with County Mayor Allen Foster explaining the project.
Other approvals included the appointment of Mark Norrod as Cumberland County Building Maintenance Director (Resolution 02-2025-23), and adoption of the 2025 Cumberland County Natural Hazard Mitigation Plan so the county remains eligible for pre- and post-disaster federal mitigation funding (Resolution 02-2025-24). The meeting also recorded finance and legal reports, a corrected audit item in the sanitation receipts that county finance staff said was fixed prior to audit completion, and unanimous approval of a slate of notaries.
Many of the line-item and grant resolutions were approved as grouped bundles with unanimous roll-call or voice votes as recorded in the meeting minutes. No further public hearings or amendments were recorded on these items at this meeting.
