At its March 16, 2020 meeting the Claiborne County Commission approved temporary use of a vacated building for domestic violence services, authorized an ARC grant application for a Springdale sewer project, approved an Abandoned Mine Land reauthorization resolution urging federal action, authorized a deed to the Hatfield heirs, and approved a small budget amendment; a proposal to reduce the commission's size was tabled until August.
At its March 16, 2020 meeting in Tazewell the Claiborne County Commission approved a series of resolutions and motions on routine and substantive county business.
The commission unanimously approved Resolution 2020-026 to make a county-owned building vacated by CEASE available to Community Health of East Tennessee Family Services so the group can provide domestic violence services in Claiborne County. Commissioner Juanita Honeycutt moved the measure; Commissioner Shawn Peters seconded. The resolution directs the county attorney to draft a temporary lease not to exceed one year at a minimal cost of $3.00, with an option to amend or extend if the program becomes permanent.
By unanimous roll call the commission approved Resolution 2020-027, a budget amendment requested by the Circuit Court Clerk to transfer $7,641.66 from an office-supplies line to personnel and benefits lines to permit one-time payouts reducing comp/vacation balances for four deputy clerks. The resolution lists payout amounts: Debra Spadling $2,160.16; Emma Middleton $1,414.44; Lesley Chumley $2,748.93; Stephanie Carter $264.11.
The commission also unanimously authorized Resolution 2020-029 allowing the Claiborne County Board of Education to apply for Appalachian Regional Commission funds for the Springdale Sewer Project: up to $432,250 in federal funds with a $185,250 match from the Board of Education general purpose account (total not to exceed $617,500).
Commissioner James Hatmaker moved and the commission approved Resolution 2020-030 urging Tennessee's congressional delegation to support reauthorization of the federal Abandoned Mine Land fee and H.R. 4248. The resolution states that more than $10.6 billion in AML reclamation needs remain nationally and asserts the county has over $12 million of AML sites needing reclamation; the resolution frames reauthorization as a no-cost action for local taxpayers and a means to generate reclamation jobs.
The commission suspended the rules and authorized the County Mayor to execute a deed conveying the old Hwy. 63 road bed on Red Hill Road to the heirs of Billy Hatfield, subject to verification by the Tennessee Department of Transportation; the property deed motion passed 21-0. A proposal to reduce the number of county commissioners (Resolution 2020-028) was discussed and then tabled until August after a 18-3 roll call to table.
Road Superintendent Ronnie Pittman informed commissioners about anticipated one-time state funds in the governor's 2020-2021 budget: a base payment of $250,000 per county plus additional population-based funds, which must be used for one-time capital projects. He asked that the commission allow the Road Department to use such funds if they become available.
