Commission approves three-year contract with OCV LLC to build sheriff’s mobile app

The Carter County Board of Commissioners on April 21 approved a three-year contract with OCV, LLC (doing business as TheSheriffApp.com) to develop native iPhone and Android mobile apps for the Carter County Sheriff’s Office.

Financial Management Chair Brad Johnson presented the proposal, noting the vendor’s sole-source letter and the packet’s pricing summary. Contract materials included a proposal showing mobile app development pricing and annual support charges; the packet indicates a discounted Year One total of about $19,980 with ongoing annual maintenance fees thereafter.

The packet materials emphasize features specific to sheriff’s office operations, including a proprietary inmate-search integration and administrative control panel. Commissioners approved the contract by unanimous electronic vote; the motion did not record conditions or alternative vendors in the minutes.

Next steps: county staff and the sheriff’s office will finalize contract signature and initiate the vendor onboarding process. The sheriff’s office and IT staff were assigned to work with OCV on design, content and deployment schedules; the county’s procurement documentation notes the app’s specialized inmate search integration as a sole-source justification in the vendor materials.
