Carter County commissioners on Oct. 20 approved multiple budget amendments, payments to contractors and fund transfers — including school and bond appropriations totaling millions — and authorized a quitclaim deed releasing county interest in an unopened road.
The Carter County Board of Commissioners approved a sweeping set of budget amendments, vendor payments and appropriations at its Oct. 20 regular meeting, voting to move more than $10 million in school- and capital-related funds and authorizing payments to contractors for flood and road repairs.
The commission voted unanimously to accept a General Purpose School Fund amendment totaling $6,806,409.46, which included $471,456.86 from reserve accounts and $252,231.35 from the school’s fund balance. Commissioners also approved an Education Capital Project Fund amendment of $2,928,720.65, with $2,528,720.65 coming from the Education Capital Project’s fund balance.
On infrastructure and emergency-recovery spending, the board approved payments and engineering invoices tied to Poga Road and Long Hollow bridges and NRCS/FEMA-funded bank-stabilization work. The commission approved payments including:
- $311,465.27 to Beam Construction for bank stabilization (to be reimbursed by USDA/NRCS), - $163,559.86 to Baker’s Construction for Heaton Branch repairs (NRCS reimburseable), - RK&K engineering invoices of $44,000, $62,951 and $60,086.94 for Poga Bridge #1, Poga Bridge #2 and Long Hollow Bridge design work.
In smaller vendor approvals, commissioners approved routine payments for road materials, drainage pipe purchases and temporary traffic signals and signs, including multiple payments to Martin Marietta, Straight Path Distributing, Sunbelt Rentals and others. Several budget amendments were passed for the Solid Waste, Drug and Highway funds.
The board also approved two Helene Bond Fund appropriations — $432,636.63 and $500,000 — and accepted animal-shelter donations totaling $9,620 (monetary) and $120 (non-monetary).
On a property action from the Highway Committee, commissioners voted to release any county interest in a recorded but undeveloped and unopened segment labeled “3rd Street” on the Luther Tipton Property Subdivision plat and authorized the mayor to sign a quitclaim deed conveying any such interest to adjoining property owners. The motion passed with a unanimous electronic vote.
The commission approved a motion to reimburse the Tennessee Consolidated Retirement System (TCRS) on behalf of Wanda Carter up to $2,500 for buy-back credit. A separate motion to engage an outside auditor to review TCRS payments was presented and subsequently withdrawn.
Most motions passed by unanimous or near-unanimous electronic vote; where recorded, abstentions or negative votes were noted in the minutes. The meeting adjourned at 8:57 PM.
