Benton County commissioners approve appointments and a package of budget transfers and appropriations

Benton County commissioners approved a series of appointments, budget transfers and appropriations during their March 15, 2021 meeting, voting unanimously on many routine items and approving several larger appropriations by recorded roll call.
Appointments: The commission appointed Desmond Zollicoffer to the TRRD board for a four-year term ending March 14, 2025 (RESOLUTION 20210315-01) and appointed Randall Roberson to the Board of Equalization with no term specified (RESOLUTION 20210315-02). Both motions carried on roll-call with all present voting aye.
Budget and appropriations: Among other measures, the commission approved transfers within the sheriff’s budget ($8,000, RESOLUTION 20210315-05) and the animal shelter budget ($9,323.54, RESOLUTION 20210315-06). It approved budgeting $61,660 received from the Benton County Schools into the county debt service fund to cover ESSI loan payments for March–July 2021 (RESOLUTIONS 20210315-07 and 20210315-08). The county also budgeted $4,250 from the City of Camden to the library (RESOLUTION 20210315-09) and $53,965.65 in state reimbursements for a diabetes health grant into public health projects (RESOLUTION 20210315-10).
A larger appropriation, RESOLUTION 20210315-15, authorized a $100,000 transfer from the unassigned fund balance within Fund 128 (TRRD) to cover contributions for upcoming spring community events; that resolution passed 15 Ayes, 1 Nay on roll call. Other administrative appropriations included funding for county attorney legal services ($14,400, RESOLUTION 20210315-13), payroll corrections for two county employees ($2,396.73, RESOLUTION 20210315-12), and $1,066.54 from the General Sessions Court Reserve Account to purchase a computer for a judge’s assistant (RESOLUTION 20210315-14).
Several items were recorded as passed with ‘‘all present voted aye’’ in the minutes; the transcript includes roll-call tallies for some measures but not the individual vote of each commissioner. RESOLUTION 20210315-04, authorizing not to exceed $2,000,000 in general obligation capital outlay notes for several county projects, was pulled by Mayor Brett Lashlee and not adopted at this meeting.
The commission approved March 2021 notaries and adjourned after the final votes.
