Wetlands Board conditionally approves Geiger project, approves Henry Ross application with one abstention

At its Nov. 10 meeting in Heathsville, the Northumberland County Wetlands Board approved a conditional VARTF credit arrangement for the Lucas S. & Sherri M. Geiger project (V.M.R.C. #25-2105) and approved the Henry Ross application (VMRC #25-1861) after revisiting a previously tabled matter.
Philip Marston told the board that VARTF credits are available for the Geiger project and that an application has been submitted. The board voted to approve the project "upon proof of payment to VARTF," a condition recorded in the minutes. George Rew moved for conditional approval and Robert Vanlandingham seconded; the motion carried with all attending members voting yes.
The board also heard the Henry Ross project, which had been tabled to obtain a VIMS report. Chairman Spencer Headley said the report showed no apparent impacts to adjoining property owners. Robert Vanlandingham moved to approve the application; George Rew seconded. The board approved the application with Albert Fisher recorded as abstaining.
Philip Marston also reported that the Robert Muzzio project (VMRC 25-1926) had earlier been approved with wetland impacts and that Muzzio has applied to VARTF to compensate for those impacts; that update was presented for the board's information and no additional motion was recorded in the minutes.
Motions and votes were recorded following the standard procedure, with conditional approval language used for the Geiger project to record the requirement that the applicant provide proof of payment to the in-lieu fee program before the final administrative step.
