Northumberland County Wetlands Board approves two riprap revetments after dock concern

Summary
The Northumberland County Wetlands Board on Nov. 10 approved two shoreline riprap projects — a 200-foot revetment on Dividing Creek and a 125-foot revetment on Sloop Creek — finding no vegetated wetland impacts; a neighboring property owner warned the rock could affect his gangway.
The Northumberland County Wetlands Board approved two shoreline stabilization projects at its Nov. 10 meeting in Heathsville, allowing a 200-linear-foot riprap revetment on Dividing Creek and a 125-linear-foot riprap revetment on Sloop Creek for three years.
Kelsey Haynie, agent for property owner Sean Johnson, told the board a living shoreline was considered for the Dividing Creek site at 409 Whittaker Lane but was rejected because the bank would require extensive grading and "the water depths drop quickly." Jeffrey Madden told the board there would be "no vegetated wetland impacts here." On a motion by Albert Fisher (moved by George Rew and seconded by Robert Vanlandingham for the minutes approval earlier in the meeting) the board approved Johnson’s application, with the approval recorded for three years.
At the Sloop Creek hearing, Craig Palubinski, agent for Mark Roy, said the proposed 125-foot revetment at 168 Barnstable Road would not impact wetland vegetation. Neighbor Richard Baase asked whether the rock would affect his piers or pass under his dock; Palubinski replied that the rock "will come to the top of the wall," and said, "He may have to adjust his gangway." Chairman Spencer Headley noted the board does not have jurisdiction over private piers. The board reviewed the application and unanimously approved it for a three-year term.
Board members cited the absence of vegetated wetland impacts in both applications during their reviews. The decisions were procedural approvals of the specific permit applications; no additional mitigation conditions were listed in the minutes.
Motions and votes: the minutes record the standard motion-and-second process. For the Dividing Creek application the board approved the application as submitted for three years. For the Sloop Creek application the board approved the application as submitted for three years and the vote was recorded as unanimous among attending members. Tylynn Lewis was listed as absent from the meeting.
