Summary
The Commission unanimously recommended that the Board approve a Conditional Use Permit to allow the Garbers to rent their secondary residence at 109 Bay Shore Avenue when not in private use; the applicant said neighbors were notified and he accepts the proposed conditions. No public comments were recorded.
At its Jan. 15 meeting the Northumberland County Planning Commission voted unanimously to recommend that the Board of Supervisors approve a Conditional Use Permit to allow a vacation home rental at 109 Bay Shore Avenue.
Adam M. Garber, who identified the property as a secondary residence used by his family, told the Commission he and his wife, Lauren S. Garber (co‑owners), would like the option to rent the house when family schedules prevent their use. Garber said he had written to neighbors to explain the plan and that he would implement measures described in a letter to limit renter impact; he told the Commission he had not received neighbor objections.
Staff confirmed there were no signups for public comment. Commissioners asked Garber whether he had received and reviewed the proposed conditions; Garber said he was amenable to them. Allen Garland moved to recommend approval and Patrick O’Brien seconded; the motion passed unanimously (Aye: Chris Cralle, Roger McKinley, Vivian Diggs, Patrick O’Brien, Allen Garland, Garfield Parker, John Kost, Heidi Wilkins‑Corey, James Michel and Charles Williams; James Brann recorded as n/a). The Commission’s action forwards the request to the Board of Supervisors, which will hold the final public hearing and decide whether to issue the permit.
Planner Stuart McKenzie told the applicants staff will provide notice of the Board meeting date and any required materials ahead of that hearing.
