Board approves conditional use permit for Twin States Towing with entrance and screening conditions

The Bland County Board of Supervisors voted April 22 to approve a conditional use permit for Twin States Towing & Fleet Services for property listed as Tax Map 77A2-A-7, adopting the Planning Commission's recommended conditions.

Joel Cagle, secretary to the Planning Commission, told the board the commission recommended approval if the applicant obtains an approved entrance permit through the Virginia Department of Transportation, maintains aesthetics via existing tree screening and limits outside storage to 30 days; the commission also directed that any dust issues be addressed by the commission and board when they arise.

During the public hearing, a nearby business representative identified as Mr. Crockett (Subway) said he expected VDOT review would address entrance concerns. Kevin Chang, representing Twin States Towing and Fleet Services, told the board the proposed facility would not be visible from Interstate 77.

Supervisor Stephen Kelley moved to approve the Planning Commission's recommendation; Patrick Groseclose seconded. A roll call vote recorded all four supervisors voting yea and the motion carried.

Under the terms the board approved, the permit is contingent on obtaining the VDOT entrance permit and compliance with the screening and storage limits; the Planning Commission and Board retain authority to address dust or other operational impacts if they arise.

The county will proceed with administrative steps to finalize the conditional use permit once the applicant provides the required VDOT documentation.
