He framed the requested requirements—an ordinance, permitting, site plans and bonds—as protections for landowners and communities rather than a prohibition on renewable projects.
The commission did not take immediate action on Whitesell’s request during the meeting; commissioners and staff acknowledged the concern and discussed the need for county ordinances and enforcement mechanisms in other items later in the agenda.
