Planning commission approves Chopra Mobile Home Park plan, grants variance for communal dumpster

Jim Ribble of Alpha Land Surveyors presented the plan for the existing park on Peaceful Hollow Road in North Tazewell, saying the park will accommodate roughly 30 singlewide manufactured-home spaces. Ribble told commissioners the lots have been enlarged and updated and that the development is now served by Tazewell County PSA water and sewer rather than private wells and septic systems.
Kenneth Dunford Jr., the county’s director of engineering, recommended approving the plan with a variance from the Mobile Home Ordinance’s waste-receptacle requirement. The ordinance language read into the record states in part that “Each mobile home lot or space, while occupied by any mobile home, shall have at least one approved metal or hard plastic non-leaking garbage and trash container not to exceed thirty-two (32) gallons in capacity,” and describes standards for preparation and storage of refuse. County Attorney Chase Collins told the commission he agreed with Dunford’s recommendation to grant the variance.
Member Darrell Addison moved to approve the plan with the variance; Member Jason Herndon seconded. The motion passed unanimously with Chairperson Ann Robinson, Vice‑Chairman Robert “Bob” Moss, Herndon, Addison and Hayden Lyons voting yes; Members Maggie Asbury and Anthony Ramella were absent.
Commission discussion noted one concern raised by Member Herndon about wildlife and keeping a communal dumpster enclosure clean and secure; staff did not identify a formal enforcement change at the meeting but indicated standard enforcement and maintenance expectations would apply. No citizen comments were recorded on the item.
The approved action is limited to the planning-commission recommendation and the variance described; the minutes do not record additional permitting conditions or a timetable for construction. The commission’s next regular meeting is scheduled for June 8, 2023, when other items on the agenda — including a planned solar company presentation — will be considered.
