Vice-Chairman Robert Moss, who participated in the site preview, described the road as "really narrow," and Kenneth Dunford, Jr., Director of County Engineering, estimated improvements would cost approximately $35,000 to address drainage, surface stone and to provide a turnaround adequate for county or VDOT maintenance. The petition for adoption had been submitted in December 2022. Upon motion by Member Hayden Lyons, seconded by Vice-Chairman Moss, the commission voted 6–0 (Member Addison absent) to decline recommending Blackhorse Road for adoption into the Orphan Road System.
Why it matters: adopting a road into the orphan road system subjects it to county maintenance responsibilities and costs; the commission’s decision will leave responsibility and the timing for repairs unresolved until or unless the Board of Supervisors takes separate action.
