Bland County supervisors approve grants, precinct relocation process and enter executive session

At its Dec. 23, 2025 meeting, the Bland County Board of Supervisors approved multiple grant appropriations (including a $99,930 PPE grant and a $35,000 AEP Foundation grant for a fire vehicle), a $17,500 E911 fund transfer, an audit extension, and authorized starting the legal process to relocate two precincts.
The Bland County Board of Supervisors met Dec. 23, 2025, at the Bland County Courthouse and approved a series of budget actions and grant appropriations intended to support emergency services, county operations and school funding.
Chair Randy Johnson called the meeting to order at 5:00 p.m. and confirmed the presence of Supervisors Keith Costello, Patrick Groseclose and Stephen Kelley; Cameron Burton, county administrator, and Paul Cassell, county attorney, were listed as also present. The board amended and approved the meeting agenda to add consideration of precinct relocations for Seddon and Rocky Gap.
The board approved a consent agenda that included minutes from Nov. 13 and Nov. 25, 2025; payrolls totaling $329,208.60 for Nov. 28 and Dec. 16; vendor payments for November ($124,127.25) and December ($623,259.02); departmental reports; an appropriation of $14,615.46 for the October 2025 Social Services local allotment; and the Bland County School Board's January 2026 requisition of $1,128,966.42. The consent agenda passed on a unanimous roll-call vote after a motion by Supervisor Stephen Kelley and a second by Supervisor Patrick Groseclose.
The board approved several grant appropriations and budget adjustments aimed at public safety and county operations. Supervisors voted unanimously to:
- Appropriate a FY26 Virginia Department of Fire Programs Personal Protective Equipment (PPE) grant of $99,930.00 (motion by Patrick Groseclose, second by Keith Costello).
- Adopt trash bill adjustments for September–December 2025 totaling $10,081.59 (motion by Patrick Groseclose, second by Keith Costello).
- Appropriate a Bland County Litter Prevention and Recycling Program Grant of $9,953.46 (motion by Stephen Kelley, second by Patrick Groseclose).
- Appropriate a $35,000 AEP Foundation grant to purchase an emergency services vehicle for the Hollybrook Volunteer Fire Department (motion by Keith Costello, second by Patrick Groseclose).
- Approve a transfer appropriation of $17,500 within the E911 fund, moving funds from Dispatch Center Equipment (035700-8213) to Salary and Wages (035700-1100) (motion by Stephen Kelley, second by Patrick Groseclose).
Supervisors also adopted the 2026 payroll and holiday calendar as presented (motion by Keith Costello, second by Patrick Groseclose) and approved an extension for the county's FY25 audit deadline to Jan. 15, 2026 (motion by Stephen Kelley, second by Keith Costello).
On elections administration, the board authorized the county attorney to begin the legal process for relocating two precincts: Seddon precinct to the Bland County Public Library and Rocky Gap precinct to the Rocky Gap Volunteer Fire Department building. The motion, made by Keith Costello and seconded by Patrick Groseclose, passed.
The board entered executive session to discuss Regional Improvement Commission legal matters under Code of Virginia §2.2-3711(7). After returning to open session, members unanimously adopted the required statutory certification under §2.2-3712.
The meeting recessed until Jan. 2, 2026, at 4:00 p.m.
Actions taken at the meeting were routine administrative and budgetary items intended to fund local services and comply with statutory processes; no contested votes or significant dissent were recorded.
