Bland County supervisors elect leadership, approve appointments and set 2026 rules

The Bland County Board of Supervisors elected Randy Johnson as chair and Patrick Groseclose as vice chair for 2026 during its organizational meeting on Jan. 2 at the Bland County Courthouse. The board also adopted its 2026 Rules of Procedure, approved bank resolutions and reaffirmed county administration as authorized banking agents, and approved appointments to county boards and regional authorities.
Those leadership and procedural moves set the board’s governance and administrative authorities for the coming year. The board voted unanimously on key measures including the bank resolutions and the resolution reaffirming the county administrator and deputy county administrator as authorized signatories for county accounts.
In a single bundle of appointment motions, the supervisors confirmed a slate of citizens and representatives to serve on county boards and regional committees. Reappointments to the Bland County School Facilities Committee were made for Randy Johnson and Patrick Groseclose for one-year terms expiring Dec. 31, 2026. Tiffany Carter was appointed to the Bland County Public Library Board of Trustees for a four-year term to expire Dec. 31, 2029. James Starks and John Babbitt were appointed to the Economic Development Authority for terms to expire Feb. 28, 2029. The board also appointed members to the Equalization Board, Service Authority, Social Services Board (including an unexpired term for Lucinda Leighton through June 30, 2026), the Wireless Authority, and named representatives to several regional bodies, including the District III Governmental Cooperative and the Pathway Regional Industrial Facility Authority.
The board adopted the FY2027 budget calendar and set the county’s mileage reimbursement to match the federal IRS rate of $0.725 per mile. Both motions were moved and seconded by supervisors and carried on unanimous votes.
The meeting concluded after a motion to adjourn carried without recorded opposition. No public-comment items, contested votes, or contested nominations were recorded in the minutes of the organizational meeting.
