Tazewell County CPMT approves routine funding, flags Medicaid local‑share delay

The Tazewell County Community Policy and Management Team (CPMT) met Monday, Feb. 26, 2024, and approved routine minutes and financial items while noting a state processing problem that may reduce the county’s year‑end Medicaid pool reimbursement.
Robin Jackson moved to approve the Jan. 26, 2024 CPMT minutes; Jeff Brintle seconded and the motion passed unanimously. Ryan Thomas moved to approve the Jan. 31, 2024 financial report; Roberta Boyd seconded and the motion passed unanimously. The CPMT also approved the encumbered WRAP funds for the July 1, 2023–June 30, 2024 period and the January 2024 Safe & Stable funds, each by unanimous vote.
The coordinator reported an Office of Children’s Services (OCS) email stating that "OCS has not applied the local Medicaid match to the monthly pool reimbursement since November 2023," a lapse the coordinator attributed to a change in claim processors from Magellan to Kepro/Acentra and to DMAS not providing OCS a claims file. The coordinator said OCS has not provided a timeframe for resolution. CPMT members cautioned that multiple months outstanding "could significantly reduce the pool reimbursement payment at year‑end." Members discussed WRAP funding underutilization in Tazewell County; the CPMT noted the county’s current allocation stands at $4,616, down from a previous allocation of $20,765, and discussed barriers to utilization including potential duplication of school services and family reluctance to allow in‑home providers. Lori Gates‑Addison and Michelle Brown suggested outreach strategies and potential use of Community in the Schools to increase family uptake.
During closed session certification, the CPMT recorded a vote of AYES 7, NAYS 0, ABSENT 3. After returning to open session, the CPMT approved funding to be provided for foster care, CPS, Cumberland, Court Services and Tazewell County Schools; that motion was moved by Ryan Thomas, seconded by Michelle Brown, and carried unanimously.
The meeting closed with administrative reminders: provider service agreements for FY2024–25 will be sent beginning in March; all contracts and supporting documentation are due before July 1, 2024, and rates not supplied by June 30, 2024 will remain at FY24 levels for 60 days after new rates are submitted. The committee adjourned at 12:15 p.m.; the next meeting is March 25, 2024 at 10:00 a.m.
