Tazewell County CPMT adopts SEC policy revisions and advances local self‑assessment

The Tazewell County Community Policy and Management Team on April 22 unanimously approved updates to its local CSA Policy and Procedure Manual to reflect State Executive Council revisions to Policy 3.4 and Policy 4.2.
Lori Gates‑Addison, Cumberland Mountain Community Service Board member, moved to adopt the SEC change to Policy 3.4 (the Dispute Resolution Process), and Jeff Brintle, Tazewell County Juvenile Court Services, seconded; the motion passed unanimously. Gates‑Addison also moved to adopt revisions to Policy 4.2 (Payment for Services and Change of Legal Residence), which were seconded by Brintle and likewise approved. The coordinator provided updated pages for local incorporation and said only the specified edits were required for the locality.
Why it matters: OCS Administrative Memorandum #24‑01 and #24‑02 implement the SEC changes. Notable changes in Policy 4.2 include a new process for transferring private special education services, assigning responsibility for written notification and interim funding to the originating CPMT until the student officially resides in the receiving jurisdiction.
Members also worked through the Office of Children’s Services (OCS) Self‑Assessment Workbook. After discussion the CPMT agreed to complete all five sections during the meeting: Organizational Structure; Management Philosophy; Policies and Procedures; Process Narrative/Flowchart; and Monitoring. The coordinator reminded members of administrative deadlines: the CSA Local Agency Annual Risk Assessment Survey for Fiscal Year 2025 is due May 17, 2024, and PEPs (Program Enhancement Plans) are requested back by May 31, 2024.
The coordinator said updated Safe & Stable Funds program requirements for FY2025 were included in the meeting packet and would remain in effect for five years. The CPMT previously approved encumbered WRAP funds and Safe & Stable funds earlier in the meeting by unanimous vote.
The CPMT provided no public training items listed for May on the OCS calendar and received community announcements about local Sexual Assault Awareness Month programming from Jennifer Bourne of Clinch Valley Community Action. The CPMT scheduled its next meeting for May 20, 2024, at 10:00 a.m.
