Lunenburg County Electoral Board reviews Primary, plans registration upgrade and holds closed-session evaluation

Chairman Donna Dagner called the Lunenburg County Electoral Board to order at 12:55 PM on July 5, 2023, with all members and the General Registrar present. The board reviewed several administrative matters related to the recent Primary Election and upcoming elections.
On the Primary Election, members said operations generally went well and singled out Gary Husslein for playing an instrumental role in helping implement new computer reporting procedures. Board members also discussed the need to recruit additional election officials ahead of upcoming contests.
The board raised concerns about the cleanliness of ballot boxes used in the Primary Election. To address that issue, members agreed that staff who distribute equipment will use wet wipes to clean ballot boxes at delivery for future elections.
Under new business, Chairman Dagner reported that a replacement voter-registration system intended as a follow-on to Veris is expected to become fully functional in 2025. The board discussed the implementation timeline and noted it will affect registration operations over the next two years.
The board also addressed changes to absentee ballot envelopes required for the Nov. 23 and subsequent elections. Members said stick-on labels have been produced to convert existing envelopes to meet the new requirements.
The Secretary, Oliver Wright, moved that the board reconvene in closed session to discuss the annual performance evaluation of the General Registrar pursuant to the personnel exemption at Section 2.2-3711(A)(7) of the Code of Virginia. The Vice Chairman, David Dalton, seconded the motion and the board approved it. After the closed session, Wright moved and Dalton seconded that the board return to public session; the motion was approved and the members certified that the only Electoral Board business discussed during the closed session concerned the General Registrar's annual performance evaluation. The minutes bear the signatures of Chairman Donna Dagner, Vice Chairman David Dalton, and Secretary Oliver Wright.
There being no further business, the board adjourned at 2:42 PM.
