CPMT reviews CSA CQI dashboard and questions local match calculations

Members of the Tazewell County Community Policy and Management Team reviewed Fourth Quarter (July 2024) Community Services Act Continuous Quality Improvement data for Tazewell, Buchanan and Russell counties and pressed for clarity on differences among the counties.
Lori Gates-Addison of the Cumberland Mountain Community Service Board noted that historically Tazewell County had higher case counts and observed that some youth in other counties exit the local counts when they turn 18, whereas Tazewell often continues serving youth past 18. David Taylor, director of Tazewell County Department of Social Services, described the county’s use of the Independent Living program to serve foster youth up to age 21 and said Tazewell ranks highly in the state for foster-care adoption outcomes.
Taylor asked the coordinator why local match rates differ among the three counties. The coordinator said she did not know the exact formula the Office of Children’s Services (OCS) uses to set local base-match percentages and suggested population size, the number of children served, the types of services and how much funding is used could contribute to differences.
Why it matters: CQI dashboards and local match rates affect how much local funding is required and which services counties can support. CPMT members asked for clearer guidance on OCS calculations and indicated some workbook questions need clarification.
The minutes record that only two members returned completed OCS self-assessments by the meeting date, and members agreed to review workbook sections by email before the next meeting to speed discussion.
