Tazewell County CPMT confirms invoice payment, allocates extra PSSF funding and approves case funding in closed session

The committee approved the Oct. FY2025 financial report and the Safe & Stable funds report; motions to approve those items were made by Shelby Mitchell and Lori Gates-Addison, respectively, and were seconded and recorded as unanimously passed. Tazewell County Fiscal Assistant Shanun Smith informed the committee that the county had used most of its allotted PSSF funds for the year and requested an additional $10,000 for FY2025; the committee allocated that additional $10,000.
In new business the CPMT reviewed Case No. 08913526, an emergency parental placement processed through the IACCT system and approved by CPMT and FAPT on Aug. 16, 2024. The committee noted a discrepancy: the original approval specified 4 days of special education and 1 day of occupational therapy (costs recorded as $1,235.00 for August and $6,467.50 for September in the packet), but the Grafton invoice dated for service 8/01/2024–8/31/2024 billed 9 days of education and 1 day of OT for $2,697.50—a difference of $1,462.50. Because the child had an IEP for the services, CPMT members agreed the $2,697.50 invoice was paid correctly.
Robin Jackson moved that the CPMT enter closed session to discuss foster care, CPS, Cumberland, court services and Tazewell County Schools cases and funding; the motion was seconded by Daniel Osborne and carried. The committee certified the closed meeting under the Virginia Freedom of Information Act (Va. Code §§2.2-3711 and 2.2-3712) with a recorded vote of AYES 7, NAYS 0, ABSENT 2. After closed session Roberta Boyd moved to approve funding to be provided for the named cases; Robin Jackson seconded and the motion carried unanimously. The committee then returned to open session by motion of Lori Gates-Addison.
These actions authorized expenditure of county CSA funds for approved placements and case services; the minutes do not list dollar totals for the closed-session funding approvals beyond the Grafton invoice review. The CPMT adjourned at 10:55 a.m.; its next meeting is Dec. 16, 2024.
