Tazewell County CPMT approves CSA policy manual edits and funding for child welfare cases

The Tazewell County Community Policy and Management Team on Feb. 24 approved edits to its CSA Policies & Procedures manual (pages 8–9, 33 and 41) and unanimously voted to provide funding for foster-care, CPS, court services and school-related services after a closed session.
The Tazewell County Community Policy and Management Team voted Feb. 24 to approve several edits to the county’s Children’s Services Act (CSA) Local Policies and Procedures manual and to authorize funding for multiple child welfare cases.
The meeting chair, Michelle Brown, opened the meeting at 10:03 a.m. and members approved routine items including the Jan. 27 meeting minutes and the January FY2025 financial report. On policy changes, David Taylor moved to approve replacement language for pages 8–9 clarifying the Independent Assessment, Certification and Coordination Team (IACCT) Inquiry and Certificate of Need forms; Robin Jackson seconded, and the motion passed unanimously.
The CPMT also approved a clarification on Page 33 (Budget Management) specifying the CPMT’s role as the principal liaison to the local fiscal agent on the annual Pool Allocation Plan budget; Danielle Osborne moved to approve the edit and Robin Boyd seconded the motion, which passed unanimously.
On Page 41, the CPMT changed the manual to state that the IACCT provider is responsible for completing the Certificate of Need and obtaining any necessary physician signatures when a Medicaid-approved residential placement is being considered. David Taylor moved to approve the Page 41 edits; Jeff Brintle seconded, and the motion passed unanimously.
After convening a closed session to discuss foster-care, CPS, Cumberland, Court Services and school-related cases, and certifying the closed meeting under Code of Virginia sections 2.2-3711 and 2.2-3712, the CPMT voted 8–0 (three members absent) to approve funding for those cases. Jeff Brintle moved the funding motion; David Taylor seconded, and the motion carried unanimously.
Why this matters: the manual edits limit administrative ambiguity about which party completes the Certificate of Need for Medicaid-funded residential placements and clarify fiscal liaison responsibilities for pool allocations. The funding vote authorizes county resources for ongoing child welfare and school-related service needs.
The CPMT set follow-up work to meet an upcoming OCS self-assessment audit deadline and adjourned at 11:30 a.m. The next meetings were scheduled for March 10 and March 24, 2025, both beginning at 9:00 a.m.
