Commissioners asked no follow-up questions during the hearing.
Citing the same concern as in an earlier item — a delayed staff report — Chairman Tharpe moved to defer a recommendation to the Board of Supervisors; Commissioner Edward Pennington seconded. The roll-call vote mirrored the Parrish matter and the motion passed 4–3 (Yea: Drummond, Tharpe, Pennington, Trent; Nay: Jennings, Garrett, Thompson).
No final permit decision was made; the commission will readdress the application once staff materials are complete.
