Lunenburg County Electoral Board meets, approves closed session on 2025 appointments and sets June primary training

The Lunenburg County Electoral Board met Feb. 4, 2025, and voted to go into a closed session to consider appointment of election officials for 2025, set the training schedule for the June primary and heard several administrative reports from the general registrar.
Chairman Donna Dagner called the meeting to order at 4:00 PM with board members and the general registrar present. The board reviewed and signed the minutes from its previous meeting before hearing updates from the chair and reports from Secretary Oliver L Wright and the general registrar.
Secretary Oliver L Wright reported on an email from Gary Husslein alleging a grievance filing; Wright said a reply acknowledging the grievance was being sent. The minutes do not record further details about the grievance or its resolution.
The general registrar reported a “negative change in the number of registered voters in the County” caused by National Voter Registration Act (NVRA) list maintenance that removes inactive voters from the rolls; the minutes do not specify the number of registrants removed. The registrar also briefed the board on registration and reservations for the VEBA annual meeting and summarized items of interest from the Jan. 15, 2025, State Board of Elections meeting.
The board set the Officer of Election training schedule for the June primary. The training plan includes sessions for new officers, precinct chiefs and assistants, instruction on electronic poll books and mass pre-election training; the registrar is responsible for the schedule.
On a motion by Secretary Oliver L Wright, seconded by Vice Chairman David Dalton Oliver, the board convened in closed session to discuss appointment of election officials for 2025 “pursuant to the personnel exemption at section 2.2-3711(A)(2) of the Code of Virginia.” The motion was approved. The board later voted, by motion from Wright and second by David Dalton Oliver, to return to the public meeting and certified that the only matters discussed in closed session were covered by the FOIA personnel exemption.
The registrar said she will serve on the education committee of the Voter Registrar Association of Virginia (VRAV) and that the Department of Elections asked her to act as a “small locality” tester for updates to the VERIS system. The board also received the State’s Local Election Security Standards for 2025; the registrar said the county is in generally good shape for compliance and that any required upgrades should not be expensive.
There was a short discussion about the upcoming budget process; no dollar amounts or budget decisions were recorded in the minutes. The meeting adjourned at 5:32 PM.
