The commission unanimously approved the recommendation after a brief public hearing in which Ruth Brown apologized for past noncompliance and said she intends to bring the business into compliance. Brown told the commission the operators are also "looking to start a local \"Ham\" club" and hope to provide disaster preparedness workshops as part of their activities.
Clerk Taylor N. King read the permit conditions the commission attached to the recommendation. Key conditions require adherence to fire-code maximum occupancy limits; maintained, displayed licensure through the Commonwealth of Virginia; unobstructed access and egress for law enforcement, fire and EMS; compliance with Uniform Building Codes and the county Noise Ordinance; securing building permits for any tents, pavilions, or shelters and passing inspections; annual reporting to the Commissioner of the Revenue; and a specific limitation that the CUP is limited to the named applicants and does not run with the land. The applicants were explicitly prohibited from promoting the property as an event venue; operating as an event venue would require a separate CUP application.
Commissioner Thompson moved to recommend approval and Commissioner Pennington seconded; the motion passed unanimously. Commissioners Garrett, Jennings, Pennington, Tharpe, Thompson and Trent were recorded as voting in favor; none voted against or abstained.
The recommendation is advisory to the county body that considers final approval under county procedures; the commission did not record a final permitting action beyond the recommendation. The commission also noted that any required building permits and inspections must be completed before expansions or structures are added.
The commission announced no further public comment on the item and proceeded to other business.
