Lunenburg County electoral board certifies Nov. 4 results, adjudicates provisional ballots

The Lunenburg County Electoral Board completed its canvass of the Nov. 4 general election, verifying vote totals from 11 polling places and the Central Absentee Precinct and certifying the results to the state, the board’s minutes show. Chairman Donna Dagner called the Nov. 5 session to order at 9:45 a.m. and reconvened the board on Nov. 12 at 1:00 p.m. to finish adjudication of provisional and conditional ballots.

Board members reviewed voting machine total tapes, statements of results and other precinct records as part of the canvass. According to the minutes, all sealed 2A envelopes were delivered to the Clerk of the Court and custody documents were signed to document chain of custody for absentee materials. The Nov. 5 meeting recessed at 2:50 p.m. and was scheduled to reconvene Nov. 12 at 1:00 p.m.

On Nov. 12 the board voted to go out of public session to adjudicate provisional ballots "in accordance with the provisional ballot meeting provisions in the Code of Virginia at 24.2-653.01(B)," the minutes state. The motion was seconded and approved; after adjudication the board returned to public session and certified that only provisional ballot validity was discussed in executive session.

The minutes record that valid provisional ballots were counted in the voting machine and that those results were documented and transmitted to the state. Following verification with the state, the abstracts of votes were printed and signed by the board, copies were made, and the secretary signed and sealed the copies for the record. The board adjourned at 5:00 p.m.

The minutes name Donna Dagner as chairman and list other officials present, including the General Registrar and Deputy Registrar; the secretary signed and sealed the final copies. The minutes do not specify who made or seconded the motions or provide vote tallies for those procedural votes.
