Lunenburg County approves FY2026 budget, 1.5% Commonwealth bonus and event venue permit; several transfers and policies adopted

LUNENBURG, Va. — The Lunenburg County Board of Supervisors unanimously approved the county’s FY2025–26 budget on June 12, accepting an updated plan that uses about $1.4 million in reserves and sets total appropriations at $52,134,002.
County Administrator Tracy M. Gee reviewed budget changes, including additional Compensation Board funds for a new Circuit Court Clerk position and a 6% pay increase for dispatchers. The board also adopted an ordinance implementing a one-time, 1.5% bonus funded by the Virginia General Assembly for eligible full‑time, salaried employees and locally elected constitutional officers; Administrator Gee said eligibility is limited to employees on the county or social services payroll as of Feb. 25, 2025 who remain employed through July 1, 2025.
The board unanimously approved the appropriation resolution and the budget as presented. Supervisor T. Wayne Hoover moved approval of the budget; Supervisor Frank W. Bacon seconded.
In other formal actions, the board approved a conditional use permit (CUP 25‑01) for Fox Run Events, LLC to operate an event venue at 10929 Courthouse Road after the applicant, Amanda Paynter, spoke in support and the Planning Commission’s conditional recommendation was noted. The motion to approve the CUP passed unanimously.
The School Finance Specialist, Jessica Nowlin, presented three supplemental appropriations approved by the School Board; the supervisors voted to accept supplemental appropriations #7, #8 and #9 as presented.
The board approved transferring $20,000 of Compensation Board funds for Sheriff’s Office line items (including uniforms, repairs and maintenance, postage, office supplies, and a maintenance contract) at the request of the Sheriff’s Office. A separate request to transfer FY2024–25 Sheriff savings into the Sheriff’s Capital Fund was tabled until after the annual audit, per the Finance Committee’s standard practice.
The board also approved a fireworks display permit for the Meherrin Volunteer Fire and Rescue July 5 event (Flashover Fireworks will be the authorized pyrotechnics company), and adopted an Emergency Closure Policy for offices that follow the County Administration Office schedule — a policy the Department of Social Services requires to permit office closures for emergencies or inclement weather.
The meeting included routine reports from VDOT and the county administrator; VDOT’s Residency Administrator Tommy Johnson reported primary road mowing was complete and that required documents for the Secondary Six Year Plan had been submitted.
The meeting ended with the unanimous appointment of Melinda Elliott, Lunenburg Social Services Director, as the Board of Supervisors’ representative to the Piedmont Senior Resources Board for a three‑year term beginning July 12, 2025.
