Administrator Tracy M. Gee told the Board she has been negotiating grant agreement parameters related to a Virginia Outdoors Foundation (VOF) grant on land adjacent to the municipal airport and said there is potential interest in a community solar project. The Board authorized advertising a public hearing under Code of Virginia §15.2‑734 and §15.2‑951 regarding disposition of jointly‑owned real estate for consideration of a potential lease to an authorized offeror for a community solar project on roughly 24 acres on the west side of the airport. Staff indicated they will reopen acceptance of applications for solar facilities and discussed a possible Dec. 15 date to begin accepting applications under the updated solar ordinance.
Administrator Gee reported the Department of Motor Vehicles notified the County it was due $150 from the Dog and Cat Sterilization Fund (special license‑plate proceeds) and the Board accepted and forwarded the $150 to Southside SPCA to support sterilization efforts.
E911 Coordinator Andrew Cocker had solicited bids for E911 console replacement under the FY26 NG911 Additional Funding Grant; the Board authorized use of $58,536.40 in grant funds to purchase consoles from Russ Bassett, noting the winning bid was under the grant estimate. The Board also reviewed and approved a list of FY2025 year‑end audit adjustments presented by the auditors.
All actions were approved unanimously and are recorded in the minutes as authorizations to proceed with advertisement, grant purchases and accounting adjustments; specific contract awards or lease agreements will require later actions as proposals are received and hearings concluded.
