Board accepts $442,355 MDHHS grant for lab work; approves new fees and grant-funded coordinator

Saginaw County commissioners on Feb. 17 authorized the Health Department to accept $442,355 in additional MDHHS funds labeled "ELC Regional Lab" for FY2026 and approved related budget amendments.
The board also approved adding two health department fees to the county fee schedule: a $50 Driver’s License Testing Fee (clarified in committee as a drug-testing fee) and a Blood Lead Testing Fee set at the current Medicaid reimbursement rate. Health Officer Christina Harrington told the Budget/Audit Committee the lab funds will be used for blood-testing equipment.
Separately, the Labor Relations Committee recommended—and the board approved—adding a 1.0 FTE Community Information Exchange Coordinator (PCN 22160141) for the Health Department. Harrington said the position is fully grant-funded for FY26 and will provide oversight for the county’s electronic referral system (Community Information Exchange); policy provides that the position would end if grant funding ceases.
The approvals were made by committee recommendations and vote during the Feb. 17 session. The board authorized proper officials to implement the budget changes and add the fees and position.
