Saginaw County approves Brownfield Plan for Cabaret Trail housing project in Saginaw Township

Saginaw County commissioners on Feb. 17 approved Resolution 2026-2 to adopt a Brownfield Plan for the Cabaret Trail development in Saginaw Township, authorizing tax-capture financing under Michigan’s PA 381 to support the construction of nine townhomes.
The project at 3253–3289 Cabaret Trail is expected to use an estimated $3.5 million in private investment and proposes Passive House construction, Type C accessibility, and indoor AirPlus certification. Committee members said the units will be targeted to households earning between 60% and 120% of area median income, and the Brownfield Redevelopment Authority and Saginaw Township reviewed and recommended the plan before the board vote.
The board opened a public hearing on the plan at 5:04 p.m., held the hearing open through multiple calls for comment, and closed it at 6:01 p.m.; no members of the public testified specifically on the Brownfield Plan during the hearing. The County Services Committee recommended approval following presentations by Saginaw Future representatives. The resolution passed with nine yeas, one absent, and one abstention (Commissioner Richard A. Spitzer).
Committee materials and the Brownfield Plan are on file in the Board Office. Board members said the plan aims to return vacant parcels to productive use and to add housing stock with energy-efficient and accessible design features. The board authorized county officials to carry out the resolution.
