EUPTA flags aging NEMT fleet; board to add vehicle replacements to next agenda

The Eastern Upper Peninsula Transportation Authority board heard Aug. 5 that several of its nonemergency medical transport (NEMT) vehicles have exceeded 100,000 miles and will need replacement, Finance Director Akemi Gordon reported.
Gordon told trustees the agency has one replacement expected through a fall grant and additional vehicle contracts scheduled in fiscal years 2025 and 2026, with two more in 2028. She said staff will post older vehicles on MiBid and provided cost estimates showing EUPTA's local share would average about $2,400 per year over four years. Gordon said the revenue from the NEMT program more than covers vehicle costs and emphasized the program needs reliable vehicles to serve customers.
The board heard that some vehicles currently in service already exceed the agency's typical replacement benchmarks. Gordon referenced the state replacement guidance of four years or 100,000 miles, and noted that vehicles outside those bounds would require local funding to replace.
Board members were also briefed on ferry activity and revenue trends: vehicle traffic across the ferries was down roughly 1% for the month and 2% year-to-date; passenger traffic was down about 2% for June and 3% year-to-date. Gordon said fares were slightly higher in June but that total fares for the year across the three ferries were down about $8,000. The board was shown third-quarter, year-to-date graphs and reminded that the fiscal year end is next month.
Trustees did not take final action on specific vehicle purchases at the meeting; they agreed to place vehicle-replacement and related funding items on the next agenda for formal action.
