Charlevoix County approves package of transfers, fees and agreements; two votes split 4–1

The Charlevoix County Board of Commissioners on Nov. 26 adopted a set of resolutions approving an operating transfer for Grandvue Home, a new county transit maintenance service fee, two maintenance/repair agreements and the submission of a remonumentation grant application.
The board authorized Resolution #25-156 to transfer $63,561.78 from the Grandvue Capital Depreciation Account to its Operating Account to pay specific invoices, including work by Van Kalker Construction Inc. ($28,599.00 and $8,520.00), Synergy Consulting Engineers, Inc. ($15,205.94), Direct Supply Inc. ($7,788.08) and Hooker DeJong Inc. (two entries totaling $3,448.76). The resolution directs the treasurer to make the transfer.
Commissioners also adopted Resolution #25-157 to implement a transit maintenance service fee for county vehicle maintenance (excluding transit buses) per Michigan Department of Transportation (MDOT) requirements. The policy charges departments for the portion of employee time spent servicing other county department vehicles and takes effect immediately.
Two agreements drew a recorded dissent. Resolution #25-158 approves a Master Professional Services Agreement with River Caddis Management; the resolution passed on a roll call vote, 4–1, with Commissioner Robert Jess recorded as the lone Nay. Resolution #25-159 authorizes a maintenance-and-repair agreement with the Beaver Island Historical Society to perform limited lawn care, basic upkeep and minimal repairs for Beaver Head Lighthouse; that measure also passed 4–1 with Commissioner Jess recorded as Nay.
The board approved Resolution #25-160 to submit the 2026 Remonumentation Grant application (a renewal of an existing program) and authorized the Remonumentation Grant Administrator to sign the application.
Several items were handled on the consent agenda. Earlier in the meeting, the board approved the Nov. 12, 2025 closed-session minutes and a consent package that included Charlevoix County Veterans Affairs and North Country Community Mental Health materials.
No additional public testimony was recorded on these resolutions during the meeting. The board adjourned at 6:20 p.m.
