Commissioner Scott Hankins moved, and Commissioner Joshua Chamberlain seconded, to appoint Commissioner Chris Christensen as vice‑chair. The motion carried; the minutes record a roll call vote entry of "4.0." On a motion by Commissioner Annemarie Conway, seconded by Commissioner Joshua Chamberlain, the board adopted the Rules of Procedure (Resolution 26‑001). The board discussion included a note from Commissioner Scott Hankins proposing updates; the adopted rules reference compliance with Section 46.11 of the Compiled Laws of Michigan and direct that any proposed changes to the Rules of Procedure be submitted in writing at least one month before the meeting at which they will be considered.
