Dubois County approves routine contracts, keeps Hines for case management and awards reassessment contract

The Dubois County Commissioners on Nov. 3 approved a series of routine administrative actions including contract amendments, personnel decisions and procurement items.
Recorder Jackie McPherron requested approval of Schedule D, an amendment to the county's Fidlar recording‑software contract to add Laredo, Tapestry, Property Fraud Alert and Honor Rewards features, plus Community Outreach Services and public subscription access. The commissioners approved Schedule D.
Assessor Angela Giesler recommended awarding the 2026–2030 cyclical reassessment and annual adjustment contract to Tyler Technologies; the commissioners accepted the sole bid and Giesler will sign the contract when received.
Human Resources Generalist Markie Rhodes said implementation costs disclosed by Unified Care Connect were higher than expected and recommended rescinding the earlier motion to switch large case management vendors; the motion to rescind carried and the county will continue using Hines for large case management in 2026. Rhodes also requested a 30‑day extension of leave for a 10‑year employee (FMLA expiration Nov. 6); the extension through Dec. 8, 2025, was approved. Rhodes presented a request to proceed with a wage study by Waggoner Irwin Scheele & Associates not to exceed $60,000; the commissioners approved proceeding pending County Council funding approval.
Other routine items approved or reported included declaring specified equipment surplus, accepting a sanitation‑sticker low bid from Trash Stickers, Inc. ($7,950 for 300,000 stickers), increasing per‑attendant cash/sticker limits effective Jan. 1, 2026, and noting the county will receive Amazon Prime at no cost through the Association of Indiana Counties for another year.
Commissioners also received informational updates about the comprehensive plan survey (more than 1,100 responses) and Operation Green Light (Nov. 4–11) to honor veterans.
