Dubois County seeks INDOT funding for $1.39M paving package, readies ADA update and bridge-safety grant

Levi Leffert, Dubois County highway engineer, told the county commissioners on Oct. 6 that he will submit an INDOT CCMG application for three paving projects — Club Road (SR 64 to Ferdinand town limits, 5.21 miles), St. Anthony Road N (Schnellville Road to Santine Road, 3.5 miles), and 550 W (Madison Township Line to Portersville Road W, 3.77 miles) — with an estimated combined cost of $1,391,843.55.
Leffert said INDOT will fund a maximum of $1,000,000 and the county must provide at least a 20% match (an estimated $391,843.55). To meet timing requirements INDOT shortened the window for being under contract, and Leffert plans to request $392,000 from the Local Income Tax Fund and asked the commissioners to approve a required financial commitment letter; the board approved the letter unanimously.
Leffert also reported the county's ADA transition plan (baseline from 2012) needs an update to stay eligible for INDOT and federal funds. He received a preliminary consultant quote of $35,000–$45,000 from Lochmueller Group and said he will request an additional $50,000 appropriation from the General Fund; the commissioners moved to support the project and the funding request unanimously.
On bridge safety, Leffert asked permission to apply for a federal Bridge Rail/Guard Rail and End Treatment grant to bring 50–60 bridge end treatments up to current safety standards. He outlined preliminary county commitments across fiscal years (including a FY2029 construction estimate of $280,000) and said Cum Bridge funds could satisfy the 90/10 match requirement; the board approved moving forward with a new financial commitment letter where needed.
Commissioners also approved other highway items discussed in the meeting including an extension of the county's liquid asphalt contract through the 2026 construction season.
If INDOT awards CCMG funds, Leffert said the county must be shovel-ready and will pursue additional appropriations and contracting promptly to meet shortened agency timelines.
