Council considers creating a County Administrator and flags sewer and 911 funding concerns

During the July 28 Dubois County Council meeting, members discussed two governance and infrastructure matters that could affect county operations and capital planning.
Council members said the commissioners are considering a County Administrator position to work with the commissioners and the council. Councilwoman Meredith I. Voegerl spoke in favor of creating the position and council members were asked to send comments to the commissioners for consideration.
President Michael W. Kluesner provided an update on the Regional Sewer District and said funding for the project is a concern if the county does not receive outside assistance. Councilwoman Deena J. Lewis said she will continue to monitor options through the Indiana Finance Authority for possible funding assistance.
Separately, Councilman Doug Uebelhor reported the Statewide 911 funding has not increased since the fund’s inception and that the 2026 budget presented for that program shows a shortfall. Uebelhor said Director Stuart Wilson sent the budget shortfall information to council members; the shortfall will be examined during department budget review sessions.
Council members received budget books and were scheduled to meet in small groups with the auditor and staff ahead of department head reviews on Aug. 13, 2025, the next step to address funding gaps and administrative proposals.
