RISE Peer Recovery reports high completion rates, requests county match for FY2026

Vanessa Phillips of IRACS RISE Peer Recovery updated the Dubois County commissioners on the program’s work in the county jail and community on Aug. 4, 2025 and requested the board begin discussions about the county match requirement going into the next fiscal year.
Phillips said the IRACS program served 116 participants through a variety of touchpoints in FY2025, with 24 eligible discharges and 20 successful completions, an 83% success rate for eligible discharges. She said the program works with peer recovery specialists, judicial partners and community entities to address substance use, mental health challenges and other barriers to reentry.
Phillips said the county’s 30% match requirement for the program would be approximately $107,000 and suggested OPIOID funds could be used to satisfy the match. Commissioners took the update under advisement; no formal funding action was recorded at the meeting.
