Commissioners set removal timeline for unsafe O'Connell building and authorize remediation planning for Slotten property

The Dubois County Commissioners on July 21 prioritized removal and remediation actions for two separate properties found to be unsafe or dilapidated.
At the meeting, owner Jean O’Connell attended and presented an accepted bid to remove an unsafe building at 381 W. Haysville Road in Harbison Township, with removal to begin no later than Nov. 3, 2025. O’Connell provided vehicle titles and a receipt showing one vehicle was taken to a salvage yard. Health Administrative Director Shawn Werner expressed concern about high weeds on the property and recommended attention to vegetation, while Solid Waste Director Carla Striegel-Winner reminded the board of the weed-violation ordinance and advised keeping weeds under 12 inches. The board said removing the unsafe building is the priority and will monitor progress.
Separately, staff updated the board on a dilapidated building at 5398 E. Main Street (Slotten property). Owner Mr. Slotten said he wants to keep the west wall intact and erect a deck; health staff advised demolition of the wall, filling the hole and securing the structure. The board authorized county officials to prepare a scope of work to solicit quotes or bids for demolition and remediation, to provide notice to Mr. Slotten before any demolition, and to revisit the matter at the Aug. 4, 2025 meeting. The board also noted Mr. Slotten has not paid a previously issued $500 fine due July 16, 2025; County Attorney Gregory Schnarr will prepare documents to record the Certified List of Delinquent Fees and Unpaid Penalties.
