Dubois County Council approves pay changes, several appropriations and recorder ordinance

At its June 23 meeting the Dubois County Council approved salary-ordinance amendments for the sheriff’s office and jailers, authorized multiple appropriations including $8,000 for firearms training and $5,500 for 911 electrical work, and adopted Ordinance 2025-05 permitting use of Recorder perpetuation funds in 2026.
The Dubois County Council on June 23 approved a set of salary and budget changes, adopted an ordinance authorizing limited use of Recorder perpetuation funds in 2026, and established an Unsafe Building Fund.
Auditor Sandra L. Morton presented amendments to the Salary Ordinance to pay a promoted sheriff sergeant $2,667.07 bi-weekly for 14 pay periods and to increase pay for two jailers to $1,929.86 bi-weekly after their first-year anniversaries. Both amendments were approved unanimously after motions by Deena J. Lewis (sergeant pay) and Sonya Haas (jailers), with Meredith I. Voegerl and Ryan Craig seconding, respectively.
Sheriff Chief Deputy Jesus Monarrez asked the council to approve an additional General Fund appropriation of $2,176 for sheriff personal services (sergeant) and an $8,000 appropriation from the Firearms Training fund for Other Services to cover training needs; both requests were approved unanimously. Morton also requested and the council approved a $5,500 LIT-CR tax fund appropriation to move a 911 electrical panel monitor and a $15,000 General Fund appropriation for commissioners’ building, vehicle and liability insurance.
The council approved a $5,000 appropriation from the County IV-D Incentive Fund for Other Services to pay the Title IV-D Cost Allocation Plan. Ryan Craig made several of the motions recorded as carrying unanimously.
Council adopted Ordinance 2025-05 after Auditor Morton presented an affidavit from Recorder Jaclyn McPherron certifying the statutory purposes of the Recorder’s Perpetuation Fund had been met. Under the ordinance, revenue remaining in the perpetuation fund during 2026, after funding the purposes for which it was established, may be used to pay other Recorder office expenses; the ordinance is effective only for calendar year 2026.
The council also approved establishing an Unsafe Building Fund under I.C. 36-7-9-14 to hold fines issued by the Board of Commissioners under County Ordinance 2018-2.
No recorded votes were opposed; the minutes note motions were carried unanimously. The council set future meeting dates and upcoming budget schedule items, including a 2026 budget review with department heads on Aug. 13 and the budget public hearing on Oct. 14.
